The IEC 60320 C14 to NEMA 5-15R cable is used to change a C13 receptacle (typically found on rack-mounted PDUs) into a NEMA 5-15R connector (the same as your standard North American residential outlet). Oftentimes, installers will choose to use short 1FT cables instead of an adapter to reduce the depth the cable protrudes from the PDU. See below a typical application.
